Some of the criteria you should set as a minimal general standard for your beloved companion:

1 - Are they an active member of the International Association of Pet Cemeteries and Crematories (IAOPCC)
2 - Are they certified by the IAOPCC
3 - Have you verified their environmental permits (it's public information)
4 - Have you verified their municipal permit
5 - What about at a state level (if applicable)
